I don't know if its a rule break or not since the rules aren't clearly written but I was told that we can be robbed but not taken hostage during the event. If I was told wrong then go on and reject it

I've never once felt the need to report for being taken hostage since it provides a unique RP scenario and that is quite rare given the fact there is no LEO presence outside of the city. Currently, ammo run is the only time LEOs even leave the city and this is the only way to get a hostage.

Unless of course you guys decide to start doing your job and patrol the ghetto.

According to the POV it shows this altercation happened right after the ammo run and the fight extended into after it ended. and according to the rule you mentioned:
ER1.9: during the Ammo run event it is allowed for gangs to rob LEOs and LEOs may arrest when attacking and defending the convoy (including in the city) there is no rule that would say different​
