I honestly dont know if its the wrong decision, I am just seeking clarity on the rule as the way it is written is somewhat confusing. It says you cannot use any area within the zone that cannot be accessed by ladder, including roofs and bridges. While I understand the bridge is in the perimeter, that is where I am confused as it says cannot use bridges. It is not a major rule break, I am just trying to get clarification.

The rule is referencing areas that are not accessible by foot. If the area is accessible simply by foot or car from within the zone, it is allowed. The rule is designed to prevent any area that can only be accessed by leaving the zone and re-entering, or any areas that can only be accessed with the use of a helicopter.
