This seems to be rulebreaks solely by ID 262, but as they are a state leader, their organization will be receiving the punishment. To my knowledge, the people mainly involved with this situation were brought into a VC and came to a conclusion. This does not justify the rulebreaks however and FIB will be punished at an escalated amount due to the mass rulebreaks done by its leader according to LR 1.2.
