I started a car theft from a family/clan/cartel house on a Truffade Xivo, that had no insurance or theft protection. Upon surviving the 15 minute timer, I approached the scrap yard to scrap the car. FIB had multiple players camping the scrapyard and fired at my vehicle immediately upon entry to the yard. I was then murdered by ID: 931 in the yard, and the car was immediately reclaimed by the owner (ID: 45) within half a second.

I have been told by Fish Barone, Dario Mayt and Alvin Mayt that FIB/Gov/SAPF are not allowed to camp the scrapyard, and it can be considered meta gaming. 15 minutes of work evading not only 20+ LEO but also potentially the family of the car's owner, all ruined by meta gaming. The price of the Xivo is $5,500,000.00 and the scrap value would have been $275,000.00. As well as the vehicle being scrapped and having a large buy back cost for the owner.

After reviewing the video submitted by ID 931, it's clear that he was not camping at the scrapyard but he was getting information through OOC method.
There is nothing in the video evidence proving that ID 45 was involved in the scenario, so he cannot be punished.

ID 931 will receive a punishment for GR 6.7
