Hey so I was the one who replied to you, it depends on the context of the situation if a person don't speak anything at all entire arrest than its Fail RP for not vocalizing anything but if he forget to say one sentence its not fail rp. Sorry as I wanted to explain more in tickets but I forgot with all tickets that were there at that time.
