LR 1.3 states "Leaders are expected to keep an active org with no inner OOC conflict which is detrimental to the org." This particular OOC conflict is not seen as detrimental to the organization and therefore the leader or deputy of a gang can choose to keep who they want when they want it. This is not an OOC issue that admins should be interfering in.
