As you can see in the POV that guy saw me, came towards me, rammed his car and killed me, then went back towards his way where he eventually wanted to go.

ID 5071 was going outside the parking but accidently he hit you car.
Whereas ID 5019 still have option to another side of the road since the whole road was empty instead of passing through you which is VDM.
ID 5019 Will be punished for GR 6.1 ( It is Forbidden To VDM other Players at any point )​
