"Dear reviewing admin, ID 350 and 1033, these two people have taken/stolen our black market delivery boat so that we cannot do our job. Then I called an admin, and the admin told us to upload POV (Point of View footage). If there are players like this in the city, then no one will be able to work peacefully in the city... And I honestly don't know which rule this falls under... But I put 'Fail RP' in the title... I hope they will receive the proper punishment for this."
