• Origins of the Cartel

The Capone Clan was established by Scott Capone and Kenny Capone after they arrived from another city with little more than their reputation, experience, and ambition. In their previous city, the pair had built connections within the criminal underworld, but increasing police pressure, internal betrayal, and conflict with rival organisations forced them to leave everything behind.

They arrived in the new city determined to start again, cause chaos, and create an organisation that could not be easily removed. Rather than immediately declaring themselves a major criminal power, Scott and Kenny began quietly recruiting dependable individuals who valued loyalty, discipline, and respect.

What began as a small group of trusted associates gradually developed into the Capone Clan: an organised cartel built around family values, criminal enterprise, and complete loyalty to the leadership.

• Leadership history

Scott Capone is the founder and leader of the Capone Clan. He is responsible for the cartel’s long-term strategy, major alliances, territory, and relationships with other powerful organisations. Scott is calm and calculated, preferring to understand a situation before making a decision. However, when the Clan is threatened, he is prepared to respond without hesitation

Kenny Capone serves as co-leader and Scott’s most trusted partner. Kenny oversees much of the organisation’s street-level activity, including recruitment, discipline, security, and the supervision of criminal operations. He is known for being direct, unpredictable, and willing to create chaos when diplomacy fails.

• Rival Cartels or alliances

The Monsters are one of the Capone Clan’s closest and most trusted allies. The relationship between the two organisations is built on mutual respect, loyalty, and shared interests. Both groups support one another during major disputes, important business operations, and situations where either organisation’s members or territory are threatened

• Drug trafficking operations

Drug trafficking is one of the Capone Clan’s primary sources of criminal income and influence. The organisation aims to control different parts of the supply chain through relationships with producers, distributors, street dealers, and other criminal groups

• Weapons trafficking

Weapons trafficking is treated as one of the Capone Clan’s most sensitive and dangerous operations. Access to weapons is restricted to trusted members who have demonstrated loyalty and discretion.

The Clan may obtain weapons through criminal contacts, black-market suppliers, robberies, or agreements with other organisations. These weapons may be retained for the Clan’s protection or sold to selected buyers at a profit

• Territory and influence

The Capone Clan intends to build influence gradually instead of claiming large areas without earning control through roleplay. Territory is established through visible presence, business ownership, relationships with local residents, and successful criminal operations.

• Business fronts and money laundering operations

The Capone Clan uses legitimate businesses to create income, establish a public presence, recruit contacts, and conceal its criminal activities. Business owned by the Capone Clan is a need to know.


Explain your Cartel's short-term and long-term objectives

• Expanding territory and influence

The Capone Clan’s immediate objective is to establish itself as a respected and organised criminal force within the city. Scott Capone and Kenny Capone understand that influence must be earned through consistent roleplay, strong relationships, and successful operations rather than simply claimed.

• Establishing alliances

One of the Clan’s main priorities is strengthening its close alliance with the Monsters. The relationship between the Capone Clan and the Monsters is based on loyalty, mutual respect, shared business interests, and support during serious conflicts.

The Clan will also look to establish diplomatic relationships with other suitable organisations. These relationships may involve trade agreements, shared intelligence, mutual protection, access to resources, or agreements concerning territory.

Scott and Kenny will carefully assess each organisation before committing to an alliance. The Clan does not want temporary friendships that disappear when problems arise. It aims to create dependable partnerships that produce long-term roleplay for everyone involved.

• Increasing revenue streams

Members will be encouraged to develop their own specialist roles within the organisation. Some may focus on drug distribution, while others handle security, recruitment, business management, transportation, intelligence gathering, or negotiations

• Controlling drug distribution routes

Rather than immediately attempting to control the entire city’s drug trade, the Clan will begin by securing consistent access to products and developing a dependable customer network. Trusted members will be assigned specific responsibilities within the operation to reduce the risk of information leaks, theft, or police interference

• Developing legitimate business fronts

The Clan intends to acquire or operate legitimate businesses that can provide legal income, employment opportunities, meeting locations, and public interaction

• Dominating criminal markets

The Clan’s long-term ambition is to become a major force within several criminal markets, including drug trafficking, weapons trafficking, vehicle crime, protection services, robberies, and the movement of illegal goods.

• Creating unique roleplay opportunities

The Capone Clan’s most important objective is to create enjoyable and memorable roleplay for its members and the wider city.

The Clan will create storylines involving the below.

Drug and weapons operations
Business ownership and competition
Recruitment and member progression
Community events and legitimate business activities
Negotiations with other gangs, cartels, and independent criminals

• Do not leak Cartel information.
• Protect Cartel assets and territory.

• Supreme leader of the Cartel and final authority on all decisions

Deputy (Co-Leader)

• Trusted advisor who assists leadership and oversees operations

Underboss

• Manages territories, crews, and criminal enterprises, will fill in the responsibility's of Leader and Deputy decisions if the above ranks are LOA

Lieutenant

• Handles security, discipline, and protection operations

Capo

• Full member of the Cartel trusted with operational duties

Turfer

• A member with full trust of the Cartel to handle issues requiring violence

Enforcer

• Enforcers are proven members of the Capone Clan who have demonstrated loyalty, reliability, and confidence

Soldier

• Soldiers are established members of the Capone Clan. They are trusted with sensitive information

Runner

• Runners are trusted to complete basic assignments

Associate

• Associates are new or prospective members who are being observed by the Clan

The Capone Clan has always looked out for both new and long-term residents of the city. We believe a successful cartel should contribute to the wider community and create enjoyable roleplay for everyone, rather than focusing only on its own members or criminal success.

• Cartels are required to maintain a minimum of 20 members at all times.
• Cartels must own a property (apartments are not accepted).
• Cartel property cannot be located inside the Ghetto unless specifically approved by Management.
• Leaders' punishment history will be reviewed before approval.
• Cartel names, logos, uniforms, or roleplay themes must not violate server rules or community standards.
• Management reserves the right to deny any application that may negatively impact server roleplay.
