They are in the city, not in a danger zone. The first time I drive past, you can't tell they're fighting until I'm pretty much driving past them, so I'm not gonna stop. I get accidently rammed by them which slows me down. They actively turn around to start shooting at a random car. Just because they are fighting someone, doesn't mean you can shoot random cars? (Correct me if I'm wrong.) And the seconds time, I'm just looking to go back to parking, I even start backing up to not get in the way, before they start shooting at me again. Ballas have been breaking rules from the beginning, and they don't seem to learn.
