ER 1.1 indicates you cannot steal cars from OUTSIDE event zones.
I was punished for stealing a car that was a part of an RP scenario inside the ghetto that became a 24/7 robbery.
If this is what the rule is intended for then it needs to be clarified because to everyone's understanding it was applied to OOC circle events.

Reviewed. The rule has been discussed and updated, as the intent of the rule was not clear, as you pointed out. For the punishment that was issued, at the time, without better clarification of the rule for everyone, it cannot be deemed as incorrect. For clarity for anyone that reads this, the rule now explicitly states that is protects cars for the time period in the rule for OOC events only.
