Insufficient evidence and No rule break seen in the POV!​

My pov is over 60 seconds, and literally shows the police officer attempt to run me over and miss, then turn around and purposely run me over. He even stopped his car to see if it killed me. I am not sure how no rulebreak was seen, or how there was not enough evidence?
